You do not need to be a member of the ARRL to be a member of your Local ARES group. If you are a Technician Class Amateur Operator or above you can join in the effort. Don’t think you have what it takes? You are a Amateur Radio Operator, of course you have it, doesn’t take any special equipment. Don’t wanna go out of a night, in storms or dangerous areas, that’s okay we have people who do, but we can use you in other capacities, in safe locations and even in the comfort of your own home. Volunteering for ARES doesn’t have to be in the trenches.
